• Standardization of the quantitative evaluation of downscaling techniques, which includes the use of standard data sets, evaluation protocols, evaluation tests and metrics, a standard metadata language for describing the downscaling techniques
• Reproducibility of the evaluation procedures
• Transparency of the evaluation procedures and the downscaling method description
• Comparability of the advantages and disadvantages of the various methods
• Extensibility of the evaluation methodology to the assessment of downscaling techniques which may be developed in the future, as well as extensibility of the evaluation methodology to other variables, regions, seasons, and specific user-related questions
• Collaboration of practitioners and climate scientists to develop a community of practice surrounding downscaled predictions and projections
